That is false public relations pap Mr. Henriquez, fact is your office has not been fair to my real property for the last 5 years, nor has your office been equitable. Fact is your office has over assessed the market value of my real propperty over and over again for the last 5 years. There has been no fair assessment of my property because I beat Bob Henriquez's representatives at the VAB over and over again. Yet every year Bob Henriquez trys to put out the same property assessment garbage that he lost with the previous year when nothing has changed. Every year Bob Henriquez's representatives attempt the same loosing nonsense by giving only a partial or no External Obsolescence when the VAB rules over and over again that the property deserves the External Obsolescence on the whole property of both land and building. Bob Henriquez's office does the same loosing argument over and over year after year and looses wasting your tax dollars on a loosing argument the VAB has shot down year after year.
The first year Property Appraiser Bob Henriquiz allowed this mess to happen was in 2017. I, the peptitoner's real property was clearly overassessed for several years before that. I, the petitioner took that clear overassessment to the Value Adjustment Board (VAB) Hearing held in late 2017. The VAB Magistrate sided with me the petitioner and overturned Bob Henriquez's clear real property overassessment and lowered the overassessment to the lawful level.
Since Hillsborough County Property Appraiser Bob Henriquez needlessly wasted taxpayer money I the petitioner wanted to try to not have this problem after again after 2017 so I the petitioner wrote Property Appraiser Bob Henriquez a long detailed letter laying the problem out, how the problem was caused by his overassessment in 2017 and to please let's fix this so the taxpayers do not have to pay for another needless VAB hearing to overturn the property appraiser's overassessment of real property in any coming years. I DID NOT GET A PEEP OUT OF BOB HENRIQUEZ. HE COWARDLY DID NOT ANSWER MY LETTER NOR DID HE DO ANYTHING TO STOP THE NEEDLESS WASTE OF TAX DOLLARS BY THE PROPERTY APPRAISER'S OFFICE DEFENDING THE INDEFENSIBLE STANCE THEY HAD THAT WAS SOUNDLY REJECTed BY 4 DIFFERENT VAB MAGISTRATES IN 4 DIFFERENT FOLLOWING YEARS.
Bob Henriquez after he got my letter explaining the problems he and his office created and how it needlessly cost tax dollars to stand behind HIS ill over assessed real property value and to please let us fix this mess so it does not cost the taxpayer needless dollars BECAUSE OF more of Bob Henriquez incompetence. BOB HENRIQUEZ CONVENIENTLY IGNORED THE LETTER AND HOPED IT WOULD GO AWAY. I AM DOING THIS SITE TO WARN OTHERS WITH REAL OR TANGIBLE PROPERTY IN HILLSBOROUGH COUNTY THAT THE PROPERTY APPRAISER MAKES PLENTY OF OVER ASSESSMENTS. IF YOU THINK YOU HAVE AN OVER ASSESSMENT ON YOUR REAL OR TANGIBLE PROPERTY IN HILLSBOROUGH COUNTY THEN PAY ATTENTION BECAUSE YOU MAY BE GETTING OVERASSSESSED LIKE MY REAL PROPERTY WAS UNTIL I TOOK THE CASE TO THE VAB AND WON 4 TIMES WITH 4 DIFFERENT MAGISTRATES. YET,AFTER THE PROPERTY APPRAISER LOST AT THE VAB HEARINGS IN 2017, 2018, 2020, 2021, IN EARLY 2022 UP UNTIL A MONTH AFTER THE TIME EXPIRED TO FILE FOR A VAB HEARING THE PROPERTY APPARISER INSISTED HIS VALUE WAS CORRECT. PETITIONER THEN SENT PROPERTY APPRAISER ALL 100 PLUS PAGES OF EVIDENCE FOR THE VAB HEARING PETITIONER'S VAST AND LOCK SOLID EVIDENCE COUPLED WITH AN ATTACHED FLORIDA SUPREME COURT CASE SAYING THAT THE PROPERTY APPRAISER WOULD BE WISE TO PAY ATTENTION TO THE PRIOR YEAR'S VAB FINDING. FOR YEARS BOB HENRIQUEZ'S OFFICE KNOWLINGLY ERRONEOUSLY CONTINUED TO INSIST IN TAX DOLLAR WASTING VAB HEARINGS THAT HE LOST THAT THE PROPERTY APPAISER WAS CORRECT IN THEIR ASSESSMENT UNTIL HE RELENTED IN LATE 2022 AND SAID THE PETITIONER WAS RIGHT ALL ALONG. THANK BOB HENRIQUEZ FOR NEEDLESSLY WASTING TAX DOLLARS ON SEVERAL VAB CASES HE COULD NOT WIN AND WAS NOT EVER GOING TO WIN. THE TAXPAYERS LOST BECAUSE THESE UNNECESSARY VAB HEARINGS CAUSED BY THE PROPERTY APPRAISER'S ILL OVER ASSESSMENT COST THE TAX PAYERS MONEY THAT COULD HAVE BEEN BETTER USED ELSEWHERE. IN THIS MANY YEARS SITUATION THE PROPERTY APPRAISER CHOSE TO ABUSE AND WASTE YOUR TAX DOLLARS TO DOUBLE DOWN ON A LOOSING AGRUMENT. HE SHOULD HAVE TO PAY THAT MONEY BACK TO THE TAXPAYERS OUT OF HIS OWN POCKET!
The property appraiser lost at the VAB hearing in 2017, 2018, 2020 and 2021. The property appraiser lost their VAB case against petitioner's real property value in 2021 with the same exact argument they lost with over and over with again at the previous Hillsborough County Value Adjustment Board Hearings. Does that property appraiser nonsense sound fair to you? Does that sound equitable? Does that sound like harrassment to you? Making me pay the VAB hearing fee of $15.00 to challenge the property appraiser's illegal wrongful property tax assessment which they know they are not going to win is unethical, harrassment and more likely that not unlawful. When I win I get over paid property tax money refunded months later but the $15.00 VAB Hearing fee I do not get back even when I win which is unfair. The property appraiser should have to pay back the $15 VAB Hearing fee on any case the property appraiser looses at the Hillsborough County Value Adjustment Board. This is not fair nor equitable property appraising this is out and out hardheaded incompetence. Since the Hillsborough County Property Appariser Bob Henriquez does not mind illegally assessing my real property over and over again the property appraiser sure is not going to mind doing it to someone else. In 2022 the property appraiser again overassessed my real property. I, the petitioner paid the 15.00 hearing fee to dispute that overassessment at a late 2022 VAB hearing. I filed for my hearing before the date ended to file for a hearing. On the last day to file for a 2022 VAB hearing my real property values still showed overassessment. Way way after that date to file for a hearing was gone the property appraiser who got my evidence that once again overwhelmed his sick case he gave in because I was correct and he was wrong as determined by 4 different VAB magistrates previously in 4 different VAB hearings. All of this is on the public record. Since the property appraiser gave in to my correct assessment and lowered his too high assessment down to my correct assessment after I had to file for a VAB hearing and pay the 15.00 fee I lost the 15.00 because the property appraiser gave in only after I had to file or it would have been to late to file for a hearing. If the property appraiser had any decency he would have correctly lowered his overassessment weeks before so as to avoid having the petitioner pay the 15.00 fee for a hearing the property apprasier said was not needed because they gave in to petitioner's correct assessment. THE PROPERTY APPRAISER'S STORY CHANGED COMPLETELY IN LATE 2022 when all of a sudden they capitulated and gave in to what they had stood by for many years as true and correct they were now admitting that it was not true and correct. What happened? As long as they thought that the VAB hearings stayed in that hearing room they played the game where they knew they were wrong and I was right and they wanted to jerk me around. That sounds unethical to me. But then this website went up and the search engines found it and out it went on the internet to educate the unknowing public on how unscruplous the Hillsborough County Property Appraiser's office can be and be aware of that in any dealings with them.

In the Darden Restaurants Florida Property Appraiser Case at the Distrist Court of Appeals the Court stated that: "In an effort to fulfill the State's responsibility to secure just valuation for ad valorem tax purposeS and to provide uniform assessment throughout the sate, see sections 195.0012 and 195.002, Florida Statutes (2013), Florida's Department of Revenue ("DOR") is required to establish and promulgate standard measures of value ("DOR Guidlines") to be used by property appraisers in all counties. See 195.032, Fla. Stat.(2013). These standard measures of value "shall assist the property appraiser in the valuation of the property and be deemed prina facie correct,... For purposes of this appeal, we (Appeals Court Judges hearing the case) accept the Property Appraiser's suggestion, that the DOR Guidlines are reflective of professionally accepted appraisal practices to the extent that they specifically direct certain action by the Property Appraiser."
